According to CNAS-CC01, CNAS-CC02, CNAS-CC12, CNAS-CC18, CNAS-CC190 and quality management system certification rules, environmental management system, occupational health and safety management system, food safety management system certification implementation rules, HACCP system certification implementation rules, dairy HACCP body Department of certification implementation rules (trial), dairy GMP system certification implementation rules (trial), energy management system certification rules, organic product certification management methods, organic product certification implementation rules, good agricultural practices (GAP) certification implementation rules and other documents of the provisions of this procedure.




2 Scope of application




This procedure applies to the basis and procedures followed by CHTC when making a decision to approve, maintain, update, expand, narrow, suspend, revoke, dereict, and resume certification registration.




3. Management responsibilities




3.1 Each department shall put forward suggestions for approval, maintenance, renewal, expansion, reduction, suspension, revocation, cancellation and restoration of certification according to its own responsibilities.




3.2 The technical committee shall be responsible for reviewing the suggestions of approval, maintenance, renewal, expansion, reduction, suspension, revocation, cancellation and restoration of certification put forward by various departments of the company, and shall put forward disposal opinions.




3.3 The deputy general manager is responsible for reviewing them and putting forward further treatment opinions.




3.4 The General Manager shall make decisions concerning approval, maintenance, update, expansion, reduction, suspension, revocation, cancellation and restoration of certification.




3.5 The general office shall make the confirmation form according to the decision of the general manager and the certificate, and be responsible for the making and issuing of the notice, as well as the collection and replacement of the certificate and other management work.




4 Control Procedures




4.1 Conditions for approval, maintenance, update, expansion, reduction, suspension, revocation, cancellation and restoration of certification




4.1.1 Conditions for approval of certification




Certification decisions shall be made based on the results of on-site audit/inspection and sampling verification (where necessary), combined with a comprehensive evaluation of other relevant information. Members of the audit team/inspection team shall not participate in certification decisions.




If all certification requirements are met, a certification certificate will be issued.




4.1.2 Maintain the conditions of certification




A. during the validity period of certification, certification organization through the quality management system, energy management system, food safety management system and HACCP system, dairy, GMP system, supervision and audit/inspection GAP or organic products, prove the certification organization set up by the system file has been run and keep updating and meet the requirements of certification audit basis.




B. During the validity period of the certification, the product performance of the certified organization is tested and conforms to the corresponding certification standards and corresponding technical requirements.




4.1.3 Expand/narrow the requirements for certification




A. The number of professional categories involved in the products covered by certification increases or decreases;




B. Increase or decrease the scope of products covered by certification;




C. Increase or decrease of the certified business premises;




D. The requirements for extended certification are the same as for the initial application.




4.1.4 Conditions for suspension of certification




4.1.4.1 Food safety management system certification organization




Under any of the following circumstances, the certified organization shall suspend its use of the certification certificate for a period of 3-6 months.




A. The authorized organization does not use the certification certificate as required;




B. The certified organization has food safety and health accident, quality supervision or unqualified spot check by the competent department of the industry, etc., and the certification certificate is not required to be revoked immediately;




C. The system of the certified organization or the products covered by the system do not meet the requirements of the certification basis, but it is not necessary to revoke the certification certificate immediately.




D. The authorized organization fails to carry out supervision at prescribed intervals;




E. The authorized organization fails to communicate the information as required;




F. The certificated organization and the certification body agree to suspend the certification qualification.




G. Other certificates that should be suspended.




4.1.4.2 Organizational organization for organic product certification




Under any of the following circumstances, the certification certificate shall be suspended within 15 days, and the suspension period of the certification certificate shall be from 1 to 3 months, and shall be announced to the public:




A. Failing to use the certification certificate or certification mark in accordance with the provisions;




B. The production, processing, sales and other activities or management system of the certified products do not meet the certification requirements, and the certification body is able to take effective corrective or corrective measures within the suspension period;




C. Other circumstances requiring the suspension of the certification certificate.




4.1.4.3HACCP system certification organization




Under any of the following circumstances, the use of the certification certificate shall be suspended, and the suspension period shall not exceed 6 months.




A. The authorized organization fails to use the certification certificate as required;




B. The certified organization violates the requirements of the certification body;




C. Food safety and health accident occurs to the authorized organization; Where the certificate is not qualified in the quality supervision or spot check conducted by the competent department of the trade, and it is not necessary to revoke the certificate immediately;




D. The HACCP system or related products of the certified organization do not meet the certification basis and relevant product standards, and the certification certificate is not required to be revoked immediately;




E. The authorized organization fails to carry out supervision and audit at prescribed intervals;




F. The authorized organization fails to communicate the information as required;




G. The certificated organization and the certification body agree to suspend the certification qualification.




H. Other certificates that should be suspended.




4.1.4.4 Quality management system/environmental management system/occupational health and safety management system/energy management system certification organization




Under any of the following circumstances, the certified organization shall suspend its certification certificate within 5 working days after investigation and verification, and the suspension period shall not exceed 6 months.




A. The management system persistently or seriously fails to meet the certification requirements, including the requirements for the operational effectiveness of the management system.




B. Failing to undertake and perform the responsibilities and obligations agreed upon in the certification contract.




C. It is ordered to suspend business for rectification by relevant law enforcement and supervision authorities.




D. It is found that there are problems in the system operation by the local certification supervision department and the certificate needs to be suspended.




E. The administrative license certificate, qualification certificate, compulsory certification certificate and other certificates held have expired, and the resubmitted application has been accepted but has not been renewed yet.




F. Initiatively requesting a suspension.




G. Other certificates that should be suspended.




4.1.4.5 Dairy products HACCP certification organization




Under any of the following circumstances, the use of the certification certificate shall be suspended for a period of 3 months.




A. The certified dairy enterprise fails to use the certification certificate as required;




B. The certified dairy enterprise violates the requirements of the certification body;




C. Product safety and health accident occurs in the certified dairy enterprise; Where the certificate is not qualified in the quality supervision or spot check conducted by the competent department of the trade, and it is not necessary to revoke the certificate immediately;




D. The supervision results prove that the HACCP system or related products of the certified dairy enterprises do not meet the certification basis and relevant product standards, and the certification certificate is not required to be revoked immediately;




E. The certified dairy enterprise fails to carry out follow-up supervision at prescribed intervals;




F. The certified dairy enterprise fails to report the information as required;




G. The certificated dairy enterprise and the certification body agree to suspend the certification qualification.




H. Other certificates that should be suspended.




4.1.4.6 Dairy products GMP certified organization




Under any of the following circumstances, the certified dairy enterprise shall suspend its use of the certification certificate for a period of 3 months.




A. The certified dairy enterprise fails to use the certification certificate as required;




B. The certified dairy enterprise violates the requirements of the certification body;




C. Food safety and health accident occurs in the certified dairy enterprise; Where the certificate is not qualified in the quality supervision or spot check conducted by the competent department of the trade, and it is not necessary to revoke the certificate immediately;




D. The supervision results prove that the GMP of the certified dairy enterprise or the related products do not conform to the certification basis and relevant product standards, and the certification certificate is not required to be revoked immediately;




E. The certified dairy enterprise fails to carry out follow-up supervision at prescribed intervals;




F. The certified dairy enterprise fails to report information as required;




G. The certificated dairy enterprise and the certification body agree to suspend the certification qualification.




H. Other certificates that should be suspended.




4.1.4.7GAP Certified organization




Suspension is divided into self-declared suspension and suspension imposed by CHTC. Suspension applies to part or all products within the scope of certification, but for the same product can not be partially suspended, can only be all suspended. During the suspension, certificate holders are not allowed to use certification marks, certificates or any other documents related to good agricultural practices. CHTC will confirm whether to lift the suspension based on the rectification results of the certificate holder.




(1) Suspension of self-declaration




A) If the Certificate Holder is unable to meet the standard requirements and/or cannot complete the rectification within the specified period, the Certificate Holder may apply to the Certification Body for suspension of some or all of the products within the scope of certification (not applicable to the Certificate Holder within the CHTC penalty period).




B) the suspension cannot delay the date of recertification, CHTC shall be in “ Chinese Food Agricultural Product Certification Information System & RDQuo; Change the certificate holder's authentication status to “ A self-declared pause. .




C) The period of rectification shall be determined by the certificate holder who issued the declaration, submitted to CHTC for approval, and closed before the suspension is lifted by CHTC.




(2) Suspension imposed by CHTC




A)CHTC may impose and lift the suspension on the Certificate Holder.




B) If the agricultural producer or operator/agricultural producer or operator organization fails to implement effective rectification within the prescribed period after the warning issued by CHTC, a notice of suspension shall be issued.




C) In the event of re-certification or failure to notify the non-conformance found during the inspection, which poses a serious threat to food safety, environment and employee safety, the certification body shall immediately suspend the certificate holder.




E) CHTC shall suspend the certificate holder who refuses to accept the no-notice inspection (second no-notice inspection) without good reason.




F) The rectification period shall be determined by CHTC.




4.1.5 Conditions for revocation of certification




4.1.5.1 For organic product certified organizations




Under any of the following circumstances, the authentication certificate shall be revoked within 7 days and made public:




A. The quality of the certified product does not meet the mandatory requirements of relevant national laws and standards or the prohibited substances in the national standards of organic products are detected;




B. Prohibited substances in the national standard of organic products are used or polluted by prohibited substances in the production and processing activities of the certified products;




C. The authentication client of the certified product falsely reports or conceals the information required for the certification;




D. The certification client of the certified product uses the certification mark beyond its scope;




E. The environmental quality of the origin (base) of the certified product does not meet the certification requirements;




F. The production, processing, sales and other activities of the certified products or the management system do not meet the certification requirements, and during the suspension of the certification certificate, no effective correction or corrective measures are taken;




G. The certified products have been reprocessed, repackaged or divided outside the production and processing sites indicated in the certification certificate;




H. The authentication client of the certified product fails to take effective measures to deal with the major complaints and problems of the relevant parties;




I. The authorized client of the certified product is subject to relevant administrative punishment due to the violation of relevant laws and regulations on the management of agricultural products and food safety by engaging in organic product certification activities;




J. The authentication client of the certified product refuses to accept the supervision of the certification supervision department or the certification body;




K. Other circumstances requiring revocation of authentication certificate.




4.1.5.2 Food safety management system certification organization




Under any of the following circumstances, its certification certificate shall be revoked.




A. The certified organization system or the products covered by the system do not meet the certification basis or the requirements of relevant product standards, and the certification certificate needs to be revoked immediately;




B. During the period of suspension of the certification certificate, the certificated organization fails to take effective corrective measures;




C. The certified organization needs to revoke the certification immediately due to food safety and health accident, quality supervision or unqualified spot check by the competent department of the industry;




D. The certified organization no longer produces the products covered by the system;




E. The certified organization fails to take effective measures to deal with major complaints from relevant parties;




F. False report or conceal the information required for obtaining the license;




G. The certified organization violates the relevant laws and regulations of the state on food safety management;




H. The certification organization applies for revocation of the certification certificate;




J. The certified organization does not accept the supervision of relevant regulatory authorities or certification bodies.




K. Other circumstances requiring revocation of authentication certificate.




4.1.5.3HACCP system certification organization




Under any of the following circumstances, its certification certificate shall be revoked.




A. The HACCP system or related products of the certified organization do not meet the certification basis or the requirements of relevant product standards, and the certification certificate needs to be revoked immediately;




B. During the period of suspension of the certification certificate, the certificated organization fails to take effective corrective measures;




C. The certified organization no longer produces the products within the scope of the license;




D. The certified organization fails to take effective measures to deal with serious food safety and health accidents or major complaints from relevant parties;




E. The authorized organization falsifies or conceals the information required for obtaining the license.




F. The certified organization does not accept the supervision of relevant regulatory authorities or certification bodies.




G. Other circumstances requiring revocation of the certificate.




4.1.5.4 Certification organization of quality management system/environmental management system/occupational health and safety management system/energy management system




In one of the following circumstances, the certification organization shall revoke its certification certificate within 5 working days after obtaining relevant information and investigating and verifying it.




A. The document of legal status has been cancelled or revoked.




B. Refuse to cooperate with the supervision and inspection carried out by the certification regulatory authorities, or provide false materials or information for the inquiry and investigation of relevant matters.




C. Significant product or service quality and safety accidents are confirmed by the law enforcement and supervision authorities to be caused by the violation of the authorized organization.




D. Other serious violations of laws and regulations.




E. The period for suspending the certification certificate has expired but the problems resulting in the suspension have not been solved or corrected (including the administrative license certificate, qualification certificate, compulsory certification certificate, etc., which have expired but the application has not been approved).




F. There is no operation quality management system or operation conditions are no longer available.




G. Failure to properly use and publicize the certification information obtained in accordance with relevant regulations has caused serious impact or consequences, or has not been corrected for more than 6 months after being requested by the certification body.




H. Other circumstances that require revocation of the authentication certificate.




4.1.5.5 Dairy products HACCP certification organization




Under any of the following circumstances, its certification certificate shall be revoked.




(1) The supervision results prove that the HACCP system or related products of the certified dairy enterprises do not meet the certification basis or the requirements of relevant product standards, and the certification certificate needs to be revoked immediately;




(2) during the suspension of the certification certificate, the certified dairy enterprise does not take effective corrective measures;




(3) The certified dairy enterprise no longer produces the relevant products within the scope of the license;




(4) The certified dairy enterprise applies for revocation of the certification certificate;




(5) The certified dairy enterprise fails to take effective measures to deal with serious food safety and hygiene accidents or major complaints from relevant parties;




(6) The certified dairy enterprise does not accept the supervision of relevant regulatory departments or certification bodies.




(7) Other circumstances that require revocation of the authentication certificate.




4.1.4.6 Dairy products GMP certified organization


In any of the following circumstances, the certified dairy enterprise shall revoke its certification certificate. For the enterprise whose certification certificate is revoked, the certification body should not accept the application of GMP certification within the same certification scope of the enterprise within 6 months.




(1) The GMP of the certified dairy enterprise or related products is proved by the follow-up supervision results to be inconsistent with the certification basis or relevant product standards, and the certification certificate needs to be revoked immediately;




(2) During the suspension of the use of the certification certificate, the certified dairy enterprise fails to take effective corrective measures;




(3) The certified dairy enterprise no longer produces the products within the scope of the license;




(4) The certified dairy enterprise applies for revocation of the certification certificate;




(5) The certified dairy enterprise has serious food safety accidents or fails to take measures to deal with major complaints from relevant parties;




(6) The certified dairy enterprises do not accept the supervision of relevant regulatory departments or certification bodies.




(7) Other circumstances that require revocation of the authentication certificate.




4.1.6 Conditions for cancellation of certification




4.1.6.1 Certification organization of organic products




Under any of the following circumstances, the certification certificate shall be cancelled within 30 days and made public:




(1) When the validity period of the certification certificate expires, it does not apply for the extension of use;




(2) The certified product is no longer produced;




(3) the certification client of the certified product applies for cancellation;




(4) other circumstances requiring cancellation of the certification certificate.




4.1.7 Update the conditions of the Certification Registration Certificate




A. during the validity period of certification, certification organization through the quality management system, environmental management system, occupational health and safety management system, food safety management system, energy management system or organic recertification audit/inspection, prove the certification organization set up by the system documents obtained the effective operation and continue to meet the requirements of certification audit basis;




B. During the validity period of the certification certificate, if the holder of the certification certificate changes (legal person, enterprise name, address, production/business scope, etc.), the application for change should be provided, with the background information and a copy of the valid certificate;




C. Other changes occur to the holder of the certificate during the validity period of the certificate;




D. During the validity period of the certification certificate, after verification by the certification body, some products of the certified organization cannot continue to meet the requirements of certification registration;




E. Within the validity period of the certification certificate, the certification body or enterprise needs to renew the certification certificate for some reason;




F. During the validity period of the certification certificate, when the conversion period of the organic product conversion certificate expires, the application of the certification organization and the institution review meet the requirements of renewal of the certificate; (applicable to organic product certified organizations only);




G. Other circumstances that need to be renewed during the validity period of the certification certificate.




4.1.8 Supervision of compliance with conditions and restrictions




CHTC has the right to propose the above conditions and to monitor compliance with the above conditions and the corresponding restrictions. If the certifying organization frequently requests the use of substances and activities that are restricted by the appropriate standards, the CHTC will propose conditions to reduce their use.




4.1.9 in order to ensure the effective implementation of suspended conclusion, CHTC should be arranged by a compulsory force with their customers, to ensure that the suspension period to avoid customers continue to promote certification qualifications, during the suspension, the company will "stop using certification certificate and mark notice written notice to the enterprise, and on the company website announcement, suspension of authentication qualification information publicly available, The suspension period shall not exceed 3 months in general, or 6 months in special cases (in special cases, a written application shall be submitted and approved). If necessary, CHTC shall take any other measures as it deems appropriate.




4.1.10 Conditions for resuming certification registration




A) Completed the nonconformance correction or/and corrective actions and confirmed by the certification body;




B) The reason for the suspension is eliminated;




C) Complaints from relevant parties have been verified to be false or untrue;




D) After being punished, rectification is qualified and evidence is submitted;




E) Other situations requiring recovery (including 4.5);




F) For organic product certification enterprises, the certification certificate shall be suspended before it can be resumed.




4.1.11 The situation of not approving certification registration:


A) Providing false information and being dishonest;




B) A management system is not established or the established management system is not effectively implemented;




C) Prohibited substances are used or polluted by prohibited substances in the production and processing process;




D) residues of prohibited substances are found in product testing;




E) The quality of the product applied for certification does not meet the mandatory requirements of relevant national regulations and/or standards;




F) Significant product quality and safety problems occur within one year or the organic certification certificate is revoked due to product quality and safety problems;




G) Failure to complete the correction or (and) corrective action for the nonconformance within the prescribed period, or the submitted correction or (and) corrective action does not meet the certification requirements;




H) The environment of the place of origin has been polluted by inspection;




I) Other non-compliance with the requirements of these Rules and/or the organic standards, which cannot be corrected.




4.1.12 Management of certification mark after certificate change




After the certification of the certified organization has been restored, the office shall inform the mark manager of the result of the change. Mark management personnel should check the number of marks issued by the certificate and the number of marks actually issued. Once it is found that after the change of the certificate, the certified organization has issued more marks than the permitted use of the marks after the change of the certificate, it should inform the office, and the office will notify the certified organization in writing, and cooperate with the logo management personnel to recover the exceeded part of the marks.




For unrecoverable marks, the office shall make public in the form of a public notice on the company's website.




4.2 Approval procedures for approving, maintaining, updating, expanding, shrinking, suspending, revoking, canceling and resuming decisions




4.2.1 The audit department shall review the audit materials issued by the audit team according to the requirements of the regulations, and submit the signed opinions to the technical committee.




4.2.2 technical committee according to the contract review, director of the professional committee and provide review opinions (approval, maintenance, updating, expansion, reduction, suspension, revocation, cancellation, recovery) and audit department report reviewing documents and signing, respectively to the evaluation opinions and review material review, according to the measures for the administration of the certification decision on certification decision, the general manager.




4.2.3 The general manager shall make decisions on approval, maintenance, renewal, expansion, reduction, suspension, cancellation, cancellation and restoration according to the opinions of the technical committee. If the certification is not approved, the reason should be clearly stated, and the cancellation, suspension and revocation of the certification certificate and the mark approval form should be filled in. If exceptions are granted, they should be approved in accordance with the appropriate guidelines and procedures, with a clear time limit and the reason for the exception documented.




4.2.4 The objective evidence needed to judge conformity shall be judged in accordance with relevant standards and procedures.




4.2.5 To expand the scope of certification enterprises to submit the certification change application, the Marketing Department assessed qualified before the arrangement of audit.

The certified organizations that are suspended for the third CHTC supervision and audit on time can apply for re-certification and supervision audit together, which shall be carried out in accordance with this procedure 4.5; If the reason for suspension has not been eliminated after the expiration of the suspension period, CHTC shall revoke/cancel the certification certificate or reduce the scope of certification.




4.2.7 For the revocation of the certification registration, the company requires it to immediately stop using the certification certificate and certification mark, and return the certification certificate, including external publicity, advertising, etc., otherwise CHTC will notify the relevant competent authorities. If serious consequences are caused, legal measures will be taken to solve the problem.




4.2.8 For the enterprises that resume certification registration after suspension, after the technical committee and general manager approval, together with the "expansion, reduction, suspension, recovery, cancellation, cancellation of the approval sheet" will be passed to the general office, the general office will make and issue the notice of restoration and maintenance of certification registration.




4.3 Making, issuing, registration and announcement of certificates




4.3.1 The general office shall make and issue certification certificates according to the approval and certification decision of the general manager and Certificate Production Confirmation Form, register and manage, and issue announcements.




4.3.2 integrated according to the general manager's office to keep, suspension, revocation, cancellation, restore the certification decision, to certificate holders "to maintain certification registration notice" or "the suspension, revocation, cancellation, restore notice of certificates and certification marks, and is responsible for the back within 15 days cancelled or revoked authentication enterprise certificate.




4.3.3CHTC shall require that the products whose certification has been suspended shall not be put on the market, shall not continue to use the certification mark and certificate, and shall not publicize and mislead their certification qualifications. Require recall of potentially defective products as practicable and take other corrective actions. The rectification measures and plans shall be reported to the technical committee. After the rectification is completed, the summary of rectification shall be submitted to the technical committee in time, and an application for examination or inspection shall be submitted at the same time. The technical committee shall dispatch personnel for examination or inspection according to the circumstances. After passing the certificate, the general office shall issue the Notice of Resuming the Use of the Certification Certificate. For enterprises that fail to take measures to eliminate the reasons for suspension during the suspension period, the Comprehensive Office shall make an announcement.




4.4 Disputes over approval, maintenance, update, expansion, reduction, suspension, revocation, cancellation, restoration of certification and re-certification shall be handled.




4.4.1 In case of any objection to the decision of approval, maintenance, renewal, expansion, reduction, suspension, cancellation, cancellation, restoration and re-certification, the director of the technical committee shall convene a plenary meeting of the technical committee and form a final opinion and submit it to the general manager for approval. The general manager has the final decision on any dispute.




4.4.2 If the holder of the certification certificate has any objection to the decision of suspending or revocation of the certification certificate, it shall be implemented in accordance with Appeal, Complaint and Dispute Handling Control.




4.5 Explanation of relevant matters




4.5.1 If the certification is not approved, the reasons shall be clearly stated to the applicant.




4.5.2 If an exception is approved, it shall be reviewed by the technical committee and approved by the general manager, and the time limit of the exception shall be specified according to the specific situation of the applicant organization, and the reasons for the exception shall be accurately recorded in the review records.




4.5.3 CHTC has the right to put forward exceptional restrictions, monitor the satisfaction of restrictions according to its needs, and request the applicant to take corrective measures in time if it finds that the conditions are not met.




4.5.4 During the validity period of the certificate, the enterprise shall apply for re-certification in combination with the third supervision and audit. CHTC can combine the third supervision and audit with the re-certification for on-site audit. After the certification evaluation is passed, a new certification certificate will be issued, and the original certification certificate will become invalid at the same time.




4.5.5 If the enterprise fails to accept the third supervision and audit on time and is suspended for the use of certification certificate and identification qualification, during the suspension period of the certificate, it can apply for the resumption of the combination of certification certificate, supervision and audit and re-certification audit at the same time. In order to reduce the burden of the enterprise and reduce unnecessary procedures, CHTC can combine the on-site audit. To restore the certification certificate, recertification of the decision.




4.5.6 If the certifying organization frequently requests the use of substances or activities restricted by the method standard, CHTC shall request the certifying organization to establish measures and periods for phasing down such use.




4.5.7 The objective evidence for compliance shall be analyzed and judged based on the relevant rules of CNAS and CHTC organic product certification control conditions and other relevant documents.




4.5.8 At the request of either party, CHTC shall correctly explain the suspension, revocation or reduction of the customer's management system certification.
